Challenge

Creating consistency and structure across decentralized Coast Guard offices

CG-761 manages requirements for communication capabilities and other mission systems but previously faced delays that rendered technologies obsolete before deployment. Disparate business practices across sub-offices contributed to these challenges. CG-761 needed to assess existing requirements processes, identify capability gaps and implement a cohesive operational model. Standardizing workforce training and aligning business practices with Capability Maturity Model Integration (CMMI) principles were key goals.

Solutions

Aptive delivered structured process optimization and training solutions to build a high-performing RMO. Our team conducted a detailed assessment of CG-761 operations, including onboarding workflows, operational analyses and personnel structures. We engaged leadership to prioritize improvements and developed an integrated master schedule to manage initiatives and track progress.

Aptive supported the implementation of an Office 365-based intake tool that improved how CG-761 received and tracked requirements. The tool included automation features to reduce manual errors and delays. A supporting user guide and knowledge repository centralized all documentation, including system records and process artifacts.

We also led the development and delivery of a tailored training program to reinforce CG-761’s culture of continuous improvement. Training content included onboarding, procurement processes and Lean Six Sigma certification. Virtual and in-person courses used real examples from CG-761 operations. Aptive conducted train-the-trainer sessions to ensure ongoing internal capacity for new employee instruction.

A scalable foundation for process maturity and workforce alignment

Aptive helped CG-761 streamline operations and shorten staff onboarding timelines. The new intake system and guide enabled faster, more consistent processing of requirements, and the centralized knowledge repository provided visibility into ongoing work.

Training efforts delivered measurable workforce efficiency:

  • Launched LSS certification program and delivered yellow belt training to 87% of staff

  • Completed LSS champion training for all CG-761 leadership

  • Reduced onboarding and training time from one year to a few months
